Same legal controls as everyone else has... if they harrass or trespass they can have charges brought up on them.

They only do what they do because oportunistic people pay a lot of money for pictures of famous people so the moronic masses can shell over their money for a chance to look at the pictures.

If stupid people didn't buy those cheesy magazines, the paparazzi wouldn't even exist.

They cannot encroach on your personal space. they have to respect the property rights of the others.

Mainly it is common sense practises.

One can always sue them but ............you can catch more flyes with the honey.
