Hold the meeting at 1 hour before week ending time (for example 4 pm Friday). The people that want to talk about crap, will be shushed by the ones that want to get home.

Create a meeting outline with specific times for subjects. Then if someone gets long, apologize, cut them off and go on to the next subject.

Limit the amount of time the speaker has the floor
No side conversations
Use a write board and record the major talking points
Have a nuetral chairperson that will enforce the rules
Limit the topics to be discussed
Have a meeting agenda
Plan in vent time
