Snow appears white because there is lots of air mixed in with the ice crystals. This makes the refractive index of snow vary rapidly on a small (but not too small) length scale.

anything that reflects light in all directions, randomly, will appear white
this is true of snow, of many clouds, etc
when the intensity of the light reflected is less, the white becomes grey-ish
anything that would reflect all light but in a direction opposite to that it arrived in, as opposed to randomly, would appear mirror / silver
anything that reflects no light appears black.

Colour of an object is what is reflected back by it (From the spectrum) Since snow reflects all colours back
