Today I read that a neo Nazi group attempted a march, but failed because only 70 people showed up. The article didn't talk about a police intervention. I'm confused. I thought Germany has laws against Nazism. Am I mistaken? Is Nazism legal in Germany?

No it is not, but the right to demonstrate is, so the find a way to go around the reason to demonstrate in the first place.
For example you cant have any access to legal Nazi-sites in the Web with a German IP.

The old Nazi party is illegal in Germany, and you can't buy old Nazi stuff, nor access those type sites from Germany. But it is a democracy and the German people still enjoy the right to hold demonstrations with the proper permits. As long as a group recieves a permit they can have a march or demonstration, and as long as they remain peaceful and do not obstruct others, and do not cause problems otherwise, they are left alone. In cases where there is potential for a problem, because of controversial issues, the police may observe or even accompany a group. They will not interfere as long as the laws are observed. There is no law against being a bigoted idiot, even in Germany.

Nazism is banned- to the point where Airfix model aircraft cannot be packaged with swastika stickers.

However the symbols can be used in a historical or educational context. Also the right to demostrate is strong in Germany.

Therefore Nazis sometimes march to commemorate an event- if they display swastikas etc they calculate that the police will not stop them- as this can attract recruits.

The far-right is legal, and under Proportional Representation some get into Parliament. Obviously some of these have attachments to Naziism, but keep it under their hat.

Ultra right wing groups are outlawed in Germany. Any Nazi symbols are outlawed as are the words to the WW2 version of the national anthem.
