I would contant the Empire State Building's tourism department http://www.esbnyc.com/tourism/index.cfm?CFID=19640052&CFTOKEN=77573186 for the information. There is probably no other agency in the world that has more information regarding the ESB in the world. I checked the websites historic timeline and there is no mention of a "bartlett" but they would have an idea of where to begin your search.

sounds like pie in the sky. you need to do way more research on your own (including the spelling of whatever "pantent" is) before you start asking other people to help.
