You don't give any details, so I'm assuming you are talking about anyone being able to learn a foreign language. The ability to learn a foreign language depends on the exposure to other languages at ages up to 3 years old (I think that's the age, if I remember correctly, but it could be higher). Your brain has what is called dendrites and these dendrites grow when you are exposed to new ideas. If you do not recieve any information to connect with these dendrites and allow them to grow, they break off and you no longer have the ability to aquire information in that particular area. In normal everyday living, your brain is exposed to may different types of learning which can be classified by your brain as language development, math, reading, etc... Well there is also a center for foreign language and if you are not exposed to it in some form as a young child then that center does not develop. The exposure can be something as simple as watching Sesame Street and hearing the characters speak Spanish or being regularly taken to a store where one of the workers converses to another in a foreign language. If you know of someone or yourself maybe, who has had a class in another language, you may learn that some people, no matter how hard they try, they can not seem to pick up on the language. They may say they just don't have a knack for it, but it is really related to ther brains exposure to different languages as a child. So to answer your question, yes you can learn a foreign language if you have been exposed to some type of a second language when you where young. Me personally, yes.

If you really want to learn, absolutely. But you have to want to. Don't be discouraged if it 's hard at first. Just keep at it.
