Guardians (or in the case of litigation, "next friends") are often appointed for specific or limited purpose. One would have to read the court order to know whether and how parental rights were affected.

For example: both parents could be in the military and abroad at war. Their rights are not compromised, they are simply incapable of being exercised.

If the guardian and the parents are at odds, the court must decide.

Conflict is more common with conservatorships and other cases where there is a guardian over property. Especially where greedy lawyers and compromised judges are involved. (You can Google the Mollie Orshansky case in Washington DC for info on that.)

You are most probably looking at this question in the wrong way try looking a child rights as opposed to parents. The most generic place to find you rights are on the United Nations Rights of the Child Site (UNCRC). Most countries are signed up to this agreement. This will give you the child's rights which in law are placed before the parents in this situation although the laws while change from country to country. In the UK parents do not loose parental rights (PR) unless the child is adopted or in severe abuse cases. The best place to find your rights in writing is either the local library (under child law), social services may advise (or your country's equivalent) or try a local government site as all this information should be accessible to the public in one form or another,

Most likely A family court in your boro. The one zoned near you. Usually on the documents given to both parties by the court, there should be a section were it should tell you about your visitations whether supervised or not. It should state your rights as a parent and other useful information. Good Luck!

STATES VARY AND JUDGES DECISIONS VARY GREATLY.
I HAVE SEEN ALL KINDS OF JUDGES MAKES ALL KINDS OF OUTLANDISH JUDGMENTS.....
TAKING CHILDREN AFTER 12 YEARS FROM FOSTER PEARENTS OR GUARDIANS OR NOT GIVING BIRTH PARENTS ANY LEGALS TIGHTS AFTER THEY HAD NOT GIVEN UP THEIR RIGHTS.

EACH CASE HAS ITS OWN MERITS AND A JUDGE DECIDES THAT....

DON'T KNOW YOUR SITUATIONS BUT YOU WON'T FIND CASE LAW DEALING WITH ANYTHING EXACTLY STRAIGHT ACROSS THE BOARD.

CONTACT AN ATTORNEY.
