That's because Bush has taken to disobeying the Constitution to new heights. He just lets Congress pass any law and then he writes a note on it saying what he is going to do whether it agrees at all with the bill or not. This is part of a larger Coup that happened in 2000 election, and it is reinforced by a Congress that is Republican and will not challenge anything he does.

They have been used, by many presidents. Some have just taken it to a new level.
The senator orin hatch wants the ability to sue the president over this signing statement deal.
he says the constitioun only provides for veto or passing of a bill.
we are a nation of laws currently testing the amount of power the president should take or have. not since nixion has there been such test of constitiounal provision.

it was a seldom used process that this president has abused but then again he abuses everything he is allowed to touch or be "in charge" of because if he screws it up and if you check out his past he ALWAYS screws things up someone else gets to clean up his mess. It must be nice to be a rich spoiled brat even in your 50s & 60s and just be clueless to taking responsibility
