Help, please! He is only 3 weeks and 4 days old. Is this normal?

Call your pediatrician, describe what's going on, and see what he/she tells you.

Your baby is so little, this is nothing to fool around with by asking people on here. He could have a little mucous in his throat (or something like that), but even that could be something a doctor should evaluate because your little man is so very young. Its so much better to be safe about this type of thing.

I would take him to the doctor. He could have the croup.

What is croup?
Croup is a common respiratory problem characterized by a harsh, barking cough. Croup most often affects young children. It causes inflammation, swelling, and narrowing in the voice box (larynx), windpipe (trachea), and breathing (bronchial) tubes that lead to the lungs.
