As the saying goes - "Beauty is in the eye of the beholder". It is very difficult to make a statement whether it is offensive or art as people from different lifestyle and different background would view art in a different light.

If you are an artistic person, than nothing will be offensive, because you are looking at it from the point of view of an artist. On the other hand, if you come from a conservative background or from a culture that frowns on rudeness than it would be offensive.

So one cannot draw a line between art and offensiveness.

Simple. Artistic takes talent. If the "art" wasn't hard to do but is sure to shock, then you can sure it's merely offensive.

Personal preference.
Do you like it?
Does it seem like art to you?
Then it is art!

Do you find it offensive?
Then it is offensive, but it may also be art.
It is still a matter of personal preference. If you do not consider something to be art, but someone else does, then it is art for them, but not for you.
