Mine didn't. Perhaps it is cold in the room or you may be handling the baby too roughly. That is a very sensitive area. Clean the baby gently and make sure the lotion isn't too cold. Warm it with your hands first. Does the baby have diaper rash? That can be painful.

I've heard that for the first years of their lives babies can only vocalize (to get attention) by crying. Crying may be a way of communicating.
