hmm. maybe have a smaller party before so if someone cant sleep over they can still come to the party.. like ice skating or something then go to the house to sleep over

thirteen year old girls don't want to play games, they want to be left alone to gossip and pretend they're grown up. Buy them a stack of teen magazines and a good supply of munchies, and let them go. If you are set on playing games, ask your sister what she'd like to play....it's her party after all. One thing they might enjoy is some kind of scavenger hunt where they have to find things that are fun to them. Or hide your sister's gifts and give them all clues to help them find them. Other than that, they'll probably most appreciate being left alone away from the grown ups (you can check on them now and then of course--just pop in and offer snacks) and let to stay up as late as they want to with a stack of magazines and some make-up. Maybe a couple DVDs or VHS tapes..

Back in the day we used to play the weegie (cant spell it) board all the time. It freaked the hell out of the girls but was very effective. Try like witch-esque games, just one or two.
