Is there any dry grinder (not the mixie stuff) available for kitchen use ?(hand operated or powered)?

yes it is available ,in all super market ,if ur reside in india.if u not getting the powder then take dry ginger and make the powder.

Dry ginger powder is called Saunth in hindi which is available in normal kirana shop. It is available in powdered as well as normal like ginger.
