The setting for this is normally in the CMOS, the bootup settings (where you press F12 or Delete or something).
I bet there's a button combination you can press to increase the brightness...on my old Dell I held the Fn key down and the up arrow...search for a little sun icon or something on your keys.

I know you can change the setting for brightness in the Bios, at least I have always been able to do so with Dell laptops.
I've never personally used or owned a Gateway laptop, so I don't know pressing which button when the laptop is booting up will take you to the BIOS, but on Dell laptop, I press F2. You can try Esc, F2, F1, or F12. Turn off your laptop, press the power on button, and hold 1 of those keys down until you see the BIOS screen.
Go to Power Management
There should be 2 options for Brightness: one is for the brightness when running on AC, and the other is for when running on battery
Turn both of them to Maximum
Then Save and Exit
It should fix the little issue you have there, again, this is what I do with all my Dell laptops, but I think it should apply to other brands too

Usually the screen light dims because the laptop manufacturer assumes you want to use less power when you're running on batteries. You can customize the settings by going into the "power profiles". If you see a "plug in" or "battery" icon at the bottom right, click on that. Otherwise, go into control panel (classic view) then power options and you should see settings for AC power and battery. If you want to see the screen stay bright when you're on battery, you should see the settings there.

Go to your power settings...
Click Start menu --> control panel --> performance and maintenance --> power options
If there is anyway to do it... it will be there...
I was unable (on my gateway) to make that change. Now I just turn up the brightness manually when it does that (this is not permanent though but it is all of 2 keystrokes so...)
There are different power schemes available that I have not fussed with in the power options too... if you mess around with them you might find something. It does it to save power, of course, and it does save ALOT of power, that slight change in brightness.
