1. Vaginal penetration is not required in order to fertilize a ladies eggs. If a man was to ejaculate on a ladies vagina, without any penal / vagina penetration or even touching, there is a chance that the sperm my enter the vagina and 'swim' the entire way to the egg in order to achieve fertilization. It is not common but is possible - hence it is also possible for a 'virgin' to give birth!
2. Pregnant women do not normally ovulate, as the hormones that are produced during pregnancy stop ovulation from happening, however it can occur in very rare exceptions if the hormones for one reason or another are either not produced or not produced in enough quantity.

1 no penetration is not needed for pregnancy. if there is sperm on a finger and the finger is in or near the vaginal entrance the sperm can swim up the birth canal and meet an egg. Same situation if a man ejaculates on a woman's vagina or near it. Same with preejaculate.
2 No pregnant women do not ovulate. Why release more eggs while a baby is already growing inside the womb?

Technically, penetration is not necessary to accomplish pregnancy - at least, that's what they tell you in all those sex-ed classes. Any vaginal contact with sperm/semen has a chance of resulting in a pregnancy.
No, pregnant women do not ovulate. Can you imagine what it would be like if they did? Women could continually get pregnant while being pregnant! And that would just be lunacy in my book.

If you are going to get pregnant the old fashion way, sexual intercourse then I would think, yeah pentration is probably the main factor in getting pregnant. There are other clinical ways to get pregnant without having sex but those cost a lot of money. To your 2nd question, you do not ovulate while your pregnant. Otherwise, if you have sex while you are pregnant, you'll have multiple babies in your womb.
