While the sparks are extremely hot, their small size means they pack very very little energy. Certianly not enough energy to heat up your skin.

To burn any thing , first the thing has to attain a temperature what is known as Ignition temperature, for that it requires some time for fire to attain that temperature ! In case of the spark from the light. it is for very small faction of second and next is it carrys very small amount of heat energy to heat up any thing !

See, fire requires fuel, oxygen, and heat. There's oxygen in the air, there's the butane as fuel, and the sparks from the lighter's flint provides the heat.
