be honest, tell him if you're afraid. if he hasn't proppsed then talk to him and tell him you're not ready for marriage any time soon. tell him why. it doesn't have to be a big deal. have that small talk at an approproate time (like when the subject comes up in a ((carefully picked out)) rented movie) `hint hint`. then after he understands that, see how he reacts. if he accepts your decision and agrees (or agrees to wait and talk about it later), tell him. i'm so glad you understand because i love you with all my heart and i've been wanting to tell you that without either of us thinking about marriage yet. say - i just want to love you this way for a while...

Just tell him the truth you love him but are not ready to get married to anyone. Marriage is a big step and why people just want to get married, I'll never understand. I think they daydream how nice it's going to be, let me tell marriage is no bed of roses.Sometimes it can be holy hell and when you get but beat and kicked around a time or two, you'll wonder why in the world did I get married.

Tell him he is the one you want to be with but that youre just not ready to settle down in marriage yet. Make sure he understands its not because you are looking for something better. (Unless you are, then you should be honest about it). Then do something special for him like make him a homeade dinner and show him affection.

Say that you're in love with him but you want to wait to get married because you want to take things slow and planning a wedding is more fun the longer it takes!

youve said it very graciously yourself in those couple of sentences. You seem straightforward enough to just say it like that and explain youre not ready yet. He will understand and if he doesnt then hes got some maturing to do.
