you will need a modem. there are many software (like windows built-in phone dialier) which can be used to dial the number. you will then have to use a normal phone instrument connected to the modem to talk once the other party picks up.

u have a fecility called net to phone by activating that you can call for that you need head phones and microphone to your computer and net to phone subscrition and activate it. then you can call any phone in this world.
