Dark Justice. I still remember the show where the judge (Nick Marshall) breaks his pencil when he had to dismiss the case and let the bad guy go. Then he would go on and say," Justice may be blind, but it can see in the dark."

The lead actor's name is Ramy Zada who was later replaced by Bruce Abbott.

There was an old Japanese show "The One Who Loves Justice: Moonlight Mask". You probably mean Dark Justice http://www.answers.com/topic/dark-justice-tv-series about a guy who is a distinguished judge by day, leather-jacketed, motorcycle-riding vigilante by night.
