There is no good way to predict when your period will come. A rule of thumb is that it starts when you weigh about 100 pounds, but that's not exactly precise, and a lot of other factors come into play. At your age I suspect you will start within the next 0-4 years. That's as far as I'm willing to go.
What you are doing will not stop your period from coming. Have you looked into pantiliners, though? They are basically very thin sanitary napkins designed to catch discharge. They're much less bulky than a toilet paper pad and they stick to the gusset of your underwear so they won't move around.

The fact that you have started to have discharge sounds like your period may be getting ready to start. Do not use toilet paper though as this can be too irritating to the vaginal area plus many have additives and colors etc which is not good. Ask your mother to get you some pantiliners as though are made especially for discharge and light flow days.

FInd out when your mother got her period as a child. Everyone goes through puberty at different ages. Dont worry YOU WILL GET YOUR PERIOD.
As for the toliet paper........use panty liners it is healthy for you and will provide better protection.

Most girls get their period by the time they are 16. A lot of that is hereditary - if your mom and dad were "late bloomers" you likely will be, too.
