5 year round Washington residents: Spotted Owl, Winter Wren, Varied Thrush, Spotted Towhee, Chestnut-backed Chickadee

5 Migrants that occur there part of the year: Brant, Western Tanager, Violet-green Swallow, Black-throated Gray Warbler, Black Turnstone

Or even better, go to www.ebird.org, and select your area and it will give you a list of what birds are there when.

The migratory bird treaty act protects all migratory birds, nation wide.
Some migratory birds in Washington are tundra swams (they like the tulip fields in Skagit Valley), a huge number of migratory seabirds pass along the shoreline on their way to Alaska, ducks and geese, ruby-throated hummingbirds, chimney swifts, martin, gray catbird, wood thrush and northern oriole, the ruddy turnstone, yellow-bellied cuckoo, common nighthawk, yellow bellied flycatcher, scarlet tanager, bobolink, red-eyed vireo and Cape May warble.

Go to www.whatbird.com, you can get a bird list for the state. And it will say if the bird migrates or not.
