I have several problems related to that, I have a panic disorder, an anxiety disorder and severe ongoing clinical depression. Personally, I find that my panic attacks and abilty to deal with life just before my period is lacking. If you're not on any birth control try going on it, it may take a few months before it starts to regulate your hormones, but that may work.
Otherwise you might want to get some medication for the panic attacks, any benzodiazepines will work, however, a lot of doctors won't prescribe those because of dependance and a chance you will become addicted. Unfortunately, thats about the only thing that works for me.

I did not get panic attacks. As an asst mgr of a store, I would become upset with a coworker & let them know it, usually the day before my period began. I would apologize all over myself the next day. Needless to say, I had good workers who learned to shrug it off as they knew what I did not know.
Thank God for menopause!
