Yes, you will not only need a permit but need to register as a business (DBA) and obtain a seller's license (County or City's Registar's office and the subsequent filing of fictitious business name to be published in a local rag for 4 weeks). If money is changing hands, the county and state will both want their share in the form of the almighty "Sales Tax."

I dont think you need a permit. I think it depends on the city. YOur local police dept. should know. Just go in and ask them, they'll pull out the big book of everything, and they'll tell you whats written by law. I was able to find out about people asking for donations that way. For weeks and weeks we had "bums" on the corner asking for donations with a well rehearsed card. Turns out i had the law on my side and was able to get them arrested. They were not real bums, just people who didnt want to work full time. It is sad. Good luck with your street Biz.

Try calling the local police station. Whenever I had questions whether such is legal they answered them.
