Not having an employer. Not having a job. Or it could be the place you go "unemployment office" to collect money from the state because you are unemployed. They also help you find a new job.

not working or not actively seeking work? there are different kinds of unemployment though...
eg.
seasonal - for example: ski instructors only have work n winter season., the rest of the year he's unemployed
cyclical- basically during a recession there will be an increased unemployment
there are others like structural, hidden etc

If you have a dictionary, look it up...If not, it could mean,
You /or someone is unemployed...not working/ layed off, left their job/ disabled, can not work.......working less than full time...work or a low-skilled, poorly paid jobs when they are capable of doing more highly skilled work
If unemployed, for whatever means...go collect unemployment...
