is it from the oil rigs, naturally seeping from underground, having to do with the 1969 oil spill? why is there oil?

Both.

Drill rigs in the sea are allowed to leak some oil. There are some natural seeps also. Lots of crude oil along the west coast from ships. The famous Alaska oil spill (Exxon) has never been cleaned up. The washed off the tops of the rocks but th oil that seeped into the gravels is still there. The fishing industry has never recovered and will not for centuries.

Seeps are most likely source of tar on beach, at least in 2003. There are so many submarine seeps, and quite a few on land as well. But,it is a good question, because tar can have more than one source and scientists are trying to develop chemical fingerprints to distinguish one source from another.
