10 years ago the answer would have been China. Today the answer is India. India has the biggest potential and room for growth.

2) Culturally they place a high value on both education and ingenuity
3) Culturaly they are accepting of diversity and individuality
4) They have a relatively hands off democratic political structure
5) They're legal and political corruption is relatively low
6) They are already acustomed to dealing with western powers and English as an international business language

Typical answers are China or India. I would like to suggest Brazil. They have huge potential, a good sized population, plenty of natural resources, a good educational system, they do not squander money on the military. Their Achilles Heel is government, and lack of full commitment to market capitalism--but they are on the brink.

* Vietnam
* Eastern European countries which have just joined the EU
* the mineral and oil rich countries in Africa, like Angola, Mozambique, Botswana and Namibia.
