I made a 15" by 15" self portait with legos for an art project.

I frist starting useing a glue gun, but that didn't work and the legos were ruined.

This time i have all the legos together, studs out. is there a kind of glue i can pour over them or like a way to melt them a bit (but you can still see that there legos)?

Get some acetone-based paint thinner and experiment with some other legos. You should be able to get a controlled melt. Otherwise, set 'em on a piece of foil,fold the edges up and double 'em over and bake it at 300 for a few minutes (again, experiment first)

For gluing, styrene cement or 5-minute epoxy - but niehter will be of much use if you're going to melt 'em.

You could see your local plastics dealer and get some Lucite. It mixes like epoxy and can be poured over top (make sure you have a border capable of containing it!) You could build a smooth surface over the legos and then wrinkle some foil (again with the border) pour 1/8"-1/4" of lucite on the foil, lay the legos upsidedown in the lucite (rock it back and forth so that no air bubbles get trapped). when it's cured, peel the foil away.

Or just beat a bunch of bubbles into the lucite before pouring it on the legos...

Legos are made of ABS plastic, by my former employer, GEPlastics. Methyl Ethyl Ketone ( MEK) is the solvent for that type plastic. As near as you can get to MEK is a glue for ABS Plastic pipe at your local Lowe's or Home Depot.
