I think there is a specific software and they can use it to check for some phrases. If you are very close with your writing to it, the program or whatever it is will say that it is plagarism. But I am not sure about the source they use. Wikipedia uses some kind of similar sources.

If the paper is electronically submitted there are sites that will do the checking if it is submitted to the "checker site", especially on the university level. The site will tell what percent of the paper is plag. and highlight the sections. As long as the paper is properly sited and the information is properly used, there should not be a big issue.
On other levels, like the "grade school levels", the teacher can most likely tell based on the history and writing style of the student. If the writing is too structured and "facty", it is a dead giveaway.
The best way to avoid trouble is to make sure you ask the teacher what they expect before going on a cut and paste rampage.

Well if they know how capable you are at doing work something, and then they find something that doesn't really seem like you, they can check type what you wrote on an essay or somthing on the internet to see if there is any matches.

I'm a second grade teacher, so it's easy. I just look to see how well/poorly it is written. If I suspect plagiarism, I ask the child to read the assignment to me. 99% of the time, the kid hasn't even pre-read what he/she printed and will come across a word they can't pronounce or don't know the meaning of.

Turnitin.com is a really good site we use in our school. Students must turn in their papers or other projects to turnitin.com and the site checks it against predetermined sources and tells you how much if any of it is plagiarized.
