That's a say, fancy is somethin attractive to the eyes, a fancy car is a car out of the ordinary, a fancy jewelry is uncommon and very valuable..☺

It's a case of saying/doing something that is of interest to someone else, as in tickling a person's mind! Because the person enjoys what's being said/done, his/her brain registers there's something pleasurable there and responds!

To tickle one's fancy means to capture their interest, to make them happy with whatever it is that "tickles them."
