Many people have different view of both. Some people believe that God doesn't exist at all. Others see Confucius as a God-like human. The closest comparison that I myself can make is that Confucius was almost prophet-like, kind of like Muhammad, and even though he didn't preach of a God, persay, he did preach of the ways of the path to heaven or nirvana etc. and how to truly live your life correctly. So really it all depends on your standards of the differences between God and prophets.

Confucius was only a philosopher and teacher, much like Socrates. He proposed that only through a structured society, will the people experience happiness.

Absolutely not. Confucius never claimed to be divine, and in fact, he never wrote anything down. All of what we have of him was recorded by his students. He was a philosopher that taught his students uncoventionally. They would ask questions, and he would answer. Rarely would he approach them first.
