No atmosphere. No water. No protection from solar storms and gamma rays from out in space. Very little, if any, organic molecules to start life. It's an extremely hostile environment not conducive to life, at least life as we know it.

The need for oxygen and water are characteristics of life on our planet. That doesn't say anything about our moon, or any other part of the universe. For all we know, life could exist elsewhere with the bare essentials being nitrogen and liquid helium, rather than oxygen and water. That is also assuming that the lifeform would need more than one bare essential to survive. However, everything is theoretical until humans can research it. We could pile books upon books all the way to the sun about what we don't know about the universe.

Who says there isn't life on the moon? Just because we haven't detected it yet does not mean it is not there. However, it is extremely unlikely as the essential elements necessary to sustain life, as we know it, probably aren't present.
