Just start with 100%. For an increase, add the percent. For a decrease, subtract the percent.

INCREASE:
a) 17% --> (100% + 17%) = 117% = 1.17
b) 26.5% --> (100% + 26.5%) = 126.5% = 1.265
c) 7% --> (100% + 7%) = 107% = 1.07
d) 3.65% --> (100% + 3.65% = 103.65% = 1.0365

DECREASE:
a) 18% --> (100% - 18%) = 82% = 0.82
b) 3% ---> (100% - 3%) = 97% = 0.97
c) 10.5% --> (100% - 10.5%) = 89.5% = 0.895
d) 4.8% --> (100% - 4.8%) = 95.2% = 0.952

for the first one...multiply by 1+x. For example a) multiply by 1.17. 1.265 for the next.

reduce prices by 18%? then it's 1-x. multiply by (1-.18) = .82 should give you the answer.
