The minimum is one. The other answer depends on the breed and age of the rabbit. When rabbits get old, they might only have one baby. Netherland dwarfs usually have 2-4. Dutch usually have 4-8. French lops have 7-12. California's have 8-13. Checkered Giants have large litters too, such as 8-14. I believe that the world record is 22, but I don't remember for sure any more.
When I breed my rabbits, I make sure that they are all bred the same day. This way, if one has too many for her to take care of, I will give her extra bunnies to other does. I won't add a small breed to a large breed litter, but other then that, I switch them around to even out the litter.

Rabbits don't have babies! Newborn rabbits are called (believe it or not) kits or kittens. Couldn't find any information regarding how many kits they can have at a time, but I know they can have at least 3 or 4.
