Make players answer questions to advance spaces.
For example:
to move 1 space: answer an easy question
to move 2 spaces: answer a moderate question
to move 3 spaces: answer a hard question

I second Pete, bgdf.com is where you would find out everything you likely want to know about board game design.

Additionally, have a look at http://www.boardgamegeek.com for lots and lots of boardgames to get great ideas.

I've thought about creating a board game, and my idea uses a central board for the game (the commodities market), individual player boards (personal production), tiles to represent production facilities, and wooden cubes to represent products (raw and manufactured goods)
