A friend of mine got arrested a few weeks ago, and I have to work during visitation hours. I was told I could write him, but I was wondering if he would be allowed to write back. I miss him so much, I just want to make sure he is ok.

Normally, in jail, an inmate can write to or receive letters from whoever he wants. They may go through the letter to make sure he or you are not plotting escape, but other than that, shouldn't be a problem. A lot of time, people are incarcerated with little warning, so you migh want to make sure he has stamps/ writing materials, or the funds with which to purchase them.

First he is a prisioner, not a inmate, a inmate is someone that has been convicted and goes to a prision.

But yes they can write, you may need to see if he needs postage or some money for needed items
