What would be a good solution for this situation and to who should I address the letter to?

The trip scheduled for Mexico during winter break has been cancelled due to the bankruptcy of the bus company. I have to tell 25 of my classmates that the trip has been cancelled and that they have lost their $100 deposit.

"to who should I address the letter to" should be "to whom should I address the letter."

I assume that this is a school assignment and not real. Otherwise, the category and 'question' are not appropriate.

Each student must get his/her own letter, addressed to them. E.g., "Mary Smith" not "To whom it may concern".

There is no good solution. Just a statement of the facts. Include that you will try to recover some of the deposit, but that it seems unlikely.

BTW: Next time, make sure that all deposits are put in an escrow account that is separate from the assets of the company.
