Well... to make your website, you need two things:

1- webpages
2- hosting and a domain

#1 If you want to make your own webpage, you can use any text editor(like Notepad) and save it as an HTML(extension *.htm or *.html). To create a webpage like this requires minimal knowledge of web languages, such as HTML(hypertext markup language), PHP, CSS, or Javascript. If you're not much of a programmer, you can use certain programs that helps you make your webpages through a user interface(you just drag and drop, etc). Such are Microsoft Word, or Microsoft Frontpage. There are possibly many others, but you can take the time to find one, that you need.

#2 To host a web page, you need a server where to put files on.
there are some web hosting sites(some may include domains). If you are choosing a free one, the URL of your webpage may somewhat resemble to(Geocities used as an example): http://www.geocities.com/user. If you're getting a non-free domain and hosting, then usually they have certain restrictions, which you may have to look up into. If you're hosting your own site, you just need to get a domain.

i like yahoo GeoCites page bulider... you can get if for free if you already have a yahoo account. Some others are freewebs.com, blogspot.com, tiptopwebsite.com... just google 'Free website'

Get a doman or subdomain

as a beginner I'd start with http://www.tripod.lycos.com/

Use their sitebuilder or learn HTML.

If you take the HTML path, create an HTML file and upload it to the account.

there are some free programs out there...at least I think they're still free.....

moxilla is a program I think you have to buy it though
then there is geocites (if its still running)
