The problem isn't sexual, it's his inability to psychologically reconcile his desires with his relentless internal self-loathing and his hypocritical public pious, judgment against people who don't have an issue with their orientation

He is gay. Haggard thinks being gay is a abnormal sexual behavior so that is why he said he has a sexual problem. I feel pity for him, he probably repressed all his feelings and loathes himself for being gay.
