Try taking Bus No. 82 to Ponggol End.
I'm not sure if it is the best place but I love the rustic, tranquil ambiance. However, be warned there are lots of mosquitoes and there are no amenities there.

Pulau Ubin. Rent a bicycle and cycle around. Get back to the jetty by 6.45. Lovely sunset scene. You won't see the sun dipping though.

They also have a light/water show in the evening that is free.

take a bum boat to kusu or sister island from crystal cruise behind indoor stadium. pack a picnic basket. on a clear day, you'll find the sunset to die for.
PS. bring a compass... lotsa ppl answering this question don't seemed to know east from west :)

best place to watch sunset is in the east, east coast park is a good place.
