How and who names the names of streets and cities? Where do they get the names from?

Sometimes it comes from a known reference of the street, i.e. an event that occurred, the presence of a market, etc.
Other times they use the names of historic persons to remember them.
Sometimes you can find numbered streets, and that is when they lack a bit of imagination to name all the streets.
It would be nice if cities would have an office to collect proposals of names for the streets.

I think the owner of the land names streets, maybe. But I know that some random person who lived in the area of where the street was being built got to name a street.

I can't say for all streets but I do know some of the main streets in my area have been named with family names that owned large estates of land that the streets were constructed on and continued out from there.
