Run the add printer wizard on the laptop. use the connect network printer option. This assumes that the printer is connected to the router and is setup as a network printer. if it's connected to a desktop, you will need to turn printer sharing on for that printer on the desktop.

goto start > printers & faxes. On the left side click 'add a printer'

Leave it on 'local printer attached to this computer', but UNCHECK 'Automatically detect the printer'

on the next step click the button 'create a new port' at the bottom.

Choose the 'Standard TCP/IP port' option

Once you click next, make sure you know the IP address of the printer attached to your router. (I'm assuming it's a network printer or your router has a print server built in.)

Follow the prompts and Windows will install the drivers for your printer.

You need the ip addy of the network printer. You can get this by printing off the menu/set up from the printer. Obviously, it is not a local, so have someone do it and give you the info. Go into add printers in the control panel--make sure you follow the prompts for network printer. It will ask the ip addy of the printer. Print test page...voila!

If your laptop is already connected on the network via the router then all you have to do is right click on your printer icon and then check the box besides share.
START/SETTINGS/PRINTERS & FAX/ right click on your printer, sharing then Share this printer and give it a name. That's all.

you need a wireless printer router which is different from the internet router. There would be software that explains the setup
