Just a thought...you might want to check out
sanfrancisco.menupages.com
They list a coupla thousand restaurants by food, area, etc. Each has customer reviews, the menu (including prices), location, hours, ph #, and map. I use it all the time.
But, sorry, my romantic may not be yours. I like intimate, with a lot of fabric, gentle foods, and enough lite to maintain eye contact. Others may want a view. So, final choice is yours. But this is San Francisco. How can you NOT find a most romantic restaurant here?

I have to agree with the last answer. Aliotos is the best. I went there 3 years in a row for me and my boyfriends anniversary. It's great if you like fish and seafood dishes. The waiters are first class! The prices are reasonable. You can feed two for under $100. I wanna go now!

THE most romantic place is probably the Tamalpais Room in the Bank of America building ( http://carnelianroom.com/page/1a357/Choose_a_Dining_Room_View.html ) you can reserve it for just the two of you for $75 (at least that was the price 4 years ago, cost for the room only not dinner) and you buzz in the waiter when you need him. Silk's is also up there ( http://www.mandarinoriental.com/hotel/519000039.asp ) and a less well known one is Maharani which has a private "fantasy room" http://www.maharanirestaurant.com/

Cafe Jacqueline in North Beach is a fabulous and very romantic treat. They serve nothing but soufflés, but really, do you need anything else? I don't know their corkage fee, though. The restaurant is tiny and quiet. Madame Jacqueline is in the back making all of the souffles herself. Make reservations and know what you want to order ahead of time because it does take time to make a soufflé.
