(trois).....three;
(Troy).... from 'Thunderbirds' a childrens underwater sea adventure from the 60/70's;
(Kingfisher)...blue;
(Blu-poulain)...blue foal;
(Cloud)..you say he is blue and white;
(jayblu)....just a lovely name; jay blurr'
(Taylor)...always remind you of Elizabeth Taylor's deep blue eyes;
(Misty)...as in Misty blue;
(Sapphire)...blue
(Azure)....blue;
(Aquarius or Aqua)... bluewater;
(eaublu)... French version of the above;
(Wedgewood)...as blue Wedgewood china;
(Chinablue)...derivative of the above.
Or why not just plain 'Lucky'? As he is lucky to have all these kind
folk rooting for him.
How about Popeye...being silly now

How about Old Blue Eyes High Society and call him Obeh (like Obi) for daily wear?
Or... Blue Ridge Mountain Blues for a name and call him Bill (Bill Monroe). I like the name Bill for a pony anyway (betray myself here as a major Lord of the Rings fan).
Cairngorm's Blue Peaks for show and call him Gormie (Rocky) for daily use maybe? (the Cairngorm mountains are in Scotland and they're literally the"blue rocks").
Blue States' Song and call him Bill for short again (ok that's really cheesy :P but I haven't heard people naming too many horses after our ex-president).
Blue Chip Rocket (a blue chip is a safe stock with good financial prospects); you could call him umm Greenspan for fun.
Blue Train or Blue Train's Long Song, and call him Coltrane
Heart of Lapis Lazuli (its a gorgeous blue gem). You could call him TrueBlue or True.

Levi is such a lovely name for a horse - cobalt is also very good.
How about 'sky's the limit' for a show name or 'moondance kid'
My horse is called Monkey - i did not name him this but i like it very much, it suits his temperament, i also have had a horse called Barney.
I hope you find the perfect name for your horse, good luck

I had an Arab Stallion some years ago and i called him Blue Boy.Don't forget in the winter months his coat will change and he probably wont look a blue colour at all just something to think about i hope you are keeping it in a warm dry stable if you are in UK its only a baby at the moment its freezing here. good wishes to you and your Foal i hope you come back on to tell All the name you choose.
