I'm not sure you can call what either one of them have "intelligence". Cattle I suppose would be the smarter of the two if you made me make a choice. Sheep are about the stupidest thing God put on this planet. Their flocking instinct is so strong that they will follow each other off a cliff like was previously stated. Cattle will only do that if they're stampeding and a cliff just happened to get in the way. Cattle are somewhat trainable and can be trained to come when you call or honk your horn and they also know what the feed tractor looks like and what it's for. So I'm going with bovine over the ovis.

Duh - I'm sure sheep are, but it's a close call. You hear the expression "they're just a bunch of sheep", but I've never heard anyone say "they're just a bunch of cows."
