Well, happiness is a transitory mood state. Presence, unless you are talking about it in some weird metaphysical way, is simply the state of being where you are at this moment in time. A person can't always be happy, and it is unhealthy to expect this and to strive to always be happy. This is because happiness *is* transitory, and to expect to always be happy sets a person up for disappointment and totally disregards reality. Sometimes, we have to be unhappy or bored or angry or sad or whatever. Feelings pass.

A person should always strive to be present in the moment, however. Mindfulness is a very powerful tool for mental health - if you are always in the moment, you bring your full faculties to bear to the problem at hand, without worrying unneccessarily abou the future (because you can't really tell what is going to happen in the future - only work to bring about best outcomes) or obsessing over the past (you can't change the past).
