If allowed any means possible, Harry would definitely win. Artemis may be able to outwit him if no magic was allowed, but it would be difficult because Harry is pretty smart.
On the other hand, if both were allowed people helping them, it would be too close to call, given the abilities of each boys' friends. But one on one, any resources allowed, Harry would definitely take Artemis out, no question.

Hmmm. . .interesting question. I would say Harry, because he could use spells and stuff on Artemis that Artemis has no control over. Also, Harry has more friends/allies than Artemis. Artemis isn't very well-like. :-)
