Address it to "The President, The White House, 1600 Pennsylvania Avenue, Washington, DC"
Proper form of address is "Dear Mr. President"
You'll get a nice note saying they got your letter. Of course, it will go into the round file, but still, that'll make you feel good.
Anyway, I suggest you wait until 2009, since Dubya doesn't know how to read....
