Suggest you get colin powell's book. There's a good amount of his philosphy on leadership there.
Can't speak to Eisenhower's leadership style...

Your best bet would be to determine shared points of comparison first ie
Communication Style
People Skills
Command Style (consensus builder, authoritarian etc)
or whatever. Once you have defined some general parameters for leadership then you can rate each one acccording to these.
