Ok relax take a deep breath then move your curor to an open grey location on the tool bar. With me? Right click your mouse and see if the Task bar says locked. I fit does unlock it. Then hold your left mouse button down and drag the bar back to the bottom. You should be back to normal now!

Seriously, the 'taskbar' is nothing to worry about. Moving it won't crash your computer, it won't cause your house to collapse, it won't stop medical equipment working in the hospitals and it certainly won't launch a nuke!
Relax, it's just a taskbar that has accidentally been moved to another part of the screen. It's easy to put back (see the advice above) and it's pretty easy to stop it happening again: Point to it, click the right mouse button and then click 'Lock the Taskbar'. IT should almost kind of melt into the desktop now - That means it's locked and won't move again without your permission :-)
Don't cry, panic, or worry - It may be a little stubborn at times, but you are smarter than the computer :-)

Okay.. right click, make sure 'lock the toolbar' is off. Click out of the box, hold left click on the start bar and drag it so an outline appears. Sorry you feel screwed up.. don't shout at the computer. It's your friend! (Yeh right)

You mean the taskbar? Yes, you can drag it to any edge on the screen. Try dragging the taskbar to the bottom of the screen( moving the taskbar to the bottom of the screen, while the mouse button is down).

Beside the drag tip you were given, right click on the Taskbar and check to make sure it isn't "Locked." Unlock it if you need to, then drag the Taskbar to where you want it and Lock it in place. This way it will not move anywhere you don't want it.

all you have to do is drag it back. Put your mouse at the corner of the tool bar and drag it back to to the bottom. Just keep trying, you'll get it back to the bottom.
