I never understand what it means!

it's slang of the word ASHEN. It means that your skin is dry. Lighter people usually don't experience this. However if you're black or have darker skin it is necessary to keep your skin moisturized. Not just because of comfort but also appearance. So if someone says that you are ashy they are saying that you're skin is very dry and you need lotion to moisturize.

You ever seen a black person with their skin looking powdery white? White knees, ankles,face,etc. that is ashy. If you see a black person with white (the color white, not the ethnicity) hands, thats ashy.

They mean dry-like. A nice way of telling you to use more lotion.

I FIRST HEARD THIS SAYING FROM A BLACK LADY THAT I WORKED WITH....IT JUST MEANS THAT THEY ARE DRY AND FLAKY AND IN NEED OF SOME LOTION....THATS ALL.....LOL
